Establish the value of your vehicle for tax purposes and licensing
There are two reasons for obtaining an MTO appraisal
The MTO requires that an appraisal be preformed on vehicles that are 20 years old or older. You will have to get an appraiser to inspect and view your vehicle and establish a value for the vehicle and the proper form filled out so that the Ministry of revenue can collect the sales tax that is properly due on the vehicle. The ministry has pre-established values that they feel your vehicle is worth if the vehicle is under 20 years old. However if the vehicle is over 20 years old chances are that it may have high mileage, or rust, or damage that will obviously depreciate the value of your vehicle. Once we come out to view the vehicle it usually takes about 10 minutes to evaluate the vehicle and fill out the required form that we provide and put a value on the form for your vehicle so that you can now take the form to the license office to pay the required sales tax.
Be aware that there may be some web sites that may say that they will e-mail you this form and not even look at the vehicle and then subsequently ask you to forge their signature on the form to submit it to the MTO. It is fraud to forge someone elses’ signature on a government form.
For vehicles that are 19 years old and newer, the MTO has already established a value for these vehicles. However the established values for these vehicles are a general value for the vehicle with average mileage, and average condition. The vehicle that you have purchased may have excessive mileage, rust, damage, or previous damage that you feel may depreciate the vehicle. The receipt that you have that indicates the value that you have paid for the vehicle is a lot less than the MTO book value of the vehicle, thus you are then entitled to hire an independent appraiser to evaluate your vehicle so that you can pay the sales tax that is due on the vehicle with the associated issues that have depreciated it. You will then be able to pay the sales tax on the vehicle for the amount that we have established and not the amount that the MTO declares it to be.
Both of these types of MTO appraisals can be done by us personally inspecting the vehicle or by you submitting a video of the vehicle and we will then fill out the required form and personally sign it and then mail it out to you by either regular mail or overnight mail. If you are not in a hurry this video procedure for obtaining an appraisal is obviously much cheaper, than for us to attend in person to do the inspection.

Requirements for obtaining an MTO appraisal by mail
An original signed appraisal form from a recognized appraiser is the only acceptable means of an appraisal to satisfy the MTO, and not a photocopy.
Take a video on your I-phone of the vehicle and send it either by I-message, or e-mail or messenger.

I will then enter the required information on the government form and sign it and send it to you by regular mail or overnight mail.
Start by running the video without stopping it and you can also voice record as the video is running. I need to know the faults of the vehicle so that I can give you the lower value for tax purposes.
Start at the mileage on the speedometer and then proceed to the serial number on the door or on the windshield and then show the interior slowly and then go around the outside of the vehicle showing me the faults of the vehicle and voicing the faults of the vehicle, eg. Rust, dents damage, then go to the engine and show me the engine. That is all that is required for the video.
Send me the video along with a photo of the drivers license of the person that the vehicle is going to be registered to, and also a photo of the ownership even if it is not in your name yet.
Additional information about the vehicle that we need includes serial number, mileage, make, model, year, cylinders, color, automatic or standard, air conditioning, power steering, power brakes, power windows, cruise control, power locks, tilt wheel, two door or 4 door, power seats, cd player.
